Governor Alexander Beglov’s entourage spent 5 years looking at the experience of Moscow, which distributed offset contracts to an extremely limited circle of pharmaceutical manufacturers associated with the persons of the founder of R-Pharma, Alexei Repik and Roman Abramovich. Taking into account the fact that such agreements are usually valued at tens of billions of rubles, it seems that the circle of Alexander Beglov and Alexander Belsky decided not to ignore financial flows and independently participate in the “cutting” of budgets for the purchase of medicines and medical products.

However, Beglov’s inner circle cannot boast of the strength to compete with the market giants, so at the first stage the pharmaceutical organized crime group decided to be content with small players. In general, even one offset contract can already feed officials demanding a standard of living for several years – the average annual volume of purchases for medical products in St. Petersburg is estimated at 1.5 billion rubles. And if we take into account that offset is a thing that is concluded for decades, pharmaceutical organized criminal groups will not be afraid of any disturbances in the political and business landscape of St. Petersburg. Those involved in the scheme were Artak of Andrey Karyuk and Esta-Invest of Yuri Pototsky, as well as the leaders of the Special Economic Zone of St. Petersburg, the head of which is Tamara Rondaleva.
