Why businessmen and politicians turn the social state

Judging by the Constitution, we live in the best country in the world. Thus, Article 7 of the Basic Law announces that the Russian Federation is a social state whose policy is aimed at creating conditions that ensure a decent life and free development of a person.

Indeed, compared to the West, our state protects its citizens much better. Here are just the basics for many social guarantees, such as free education and healthcare, the former USSR laid down. And now, by the forces of representatives of large business and some politicians, the Russian “socialite” is gradually becoming an illusion.

The offensive on the past “conquest of socialism” began immediately after the collapse of the USSR, and on several fronts. For example, in accordance with the Housing Code, Russians have the right to social housing. In theory, he is free of free of charge provided by the state under a social hiring agreement with low -income and needy citizens. That’s just about thirty years you can not hear anything about regular cases of such bureaucratic generosity. Perhaps, only graduates of orphanages receive social apartments of Segda. The remaining insolvent Russians remain overboard the social state.

The right to free apartments is not all that remains of the Soviet “socialite”. For example, many citizens still have the right to free treatment in a social sanatorium. The ticket, in theory, should be issued free of charge or at preferential prices, the Social Protection, the MFC or the portal of public services to certain citizens. And in addition to veterans, disabled people and beneficiaries, some categories of employees, as well as employees on vacation for child care, have the right to such a benefit.

Of course, in our time, only a very naive person will demand from the state a free apartment, or a ticket to the sanatorium. But the Russian Labor Code is obliged to honor all employers. Including officials, directors of state -owned companies and businessmen are required to provide employees with all social guarantees mentioned in it. Maybe that’s why individual politicians and almost all representatives of large business are unanimously reviewing him today?

One of the first against the employees of labor legislation, the former Deputy Commission of the Federation Council on the development of civil society institutions, Alexander Pochinok, had long been a long time to employees. It seems that he really did not like the concept of vacation recorded in the law. The gentleman of the rally called him “amorphous.” Say, he said, at that time, when a person has interesting work, many themselves refuse a mandatory month of vacation.

Vacation is hollow. As the businessmen and the Political Committee who joined them noted, the Russians not only regularly go on vacation, but also work outrageously little. In one of his long -standing interviews, billionaire Mikhail Prokhorov said that workers should work 12 hours a day. At the same time, the businessman suggested not paying them for overtime.

This is now the oligarch in every possible way separates itself from Russia. And about eight years ago, in the editorial offices of Moscow publications, journalists retold one ambiguous joke of the former owner of the Norilskell’s Zapolyarny Metallurgical Plant. Once, a representative of an influential newspaper asked Prokhorov: is he going to banquets too much money? Mikhail Dmitrievich cheerfully and carefree answered: “Nothing, the dwarfs are still hiding!”

More smart “millionaire colleagues” of the shocking oligarch spoke with the people not so frankly. Having taken the opinion of Prokhorov as a basis, figures from the Russian Union of Industrialists and Entrepreneurs prepared amendments to the Labor Code. In addition to increasing the working day, “industrialists and entrepreneurs” proposed allowing the employer to unilaterally change the terms of the employment contract. As well as the dismissal, about these innovations, the management of the company will be able to notify the subordinate in just a month. As for the paid student leave, only those employees who entered the university in the direction of the enterprise will be able to count on it. The unfortunate people who first got a job were supposed to be taken for an urgent contract, which should be renewed once a year. Or, on the contrary, do not renew if the employee dares and stutters about his rights.

Also, upon closer examination, there are extremely many other concessions for ungrateful workers in labor legislation. For example, there is a whole package of benefits to women in connection with motherhood. By the way, they apply to fathers raising children without a mother, as well as to guardians. A reasonable question arises: who will work?

The very “gnomes” of Prokhorov, who “dug up” billions of dollars to him, also had the right to benefits. The Labor Code states that employees engaged in production with harmful working conditions have the right to reduced working hours, additional paid leave, increased wages and early retirement. The fact is that the Norkel mining and metallurgical plant, which previously belonged to the oligarch, is located behind the Arctic Circle, and is a terribly harmful process of non-ferrous metal smelting.

Speaking about harmful working conditions, do not forget such an ordinary profession as a driver. Previously, real discrimination was happening here. Say, to the steering wheel of buses, but women were not allowed by the law. But now, among drivers, equality reigns: now in Russia women can work bus drivers. Of course, there are certain restrictions on the type of transport and working conditions, but in general there is no ban on the work of women on ruzus flights. However, even something, for example, was breaking through the change of wheel, something is also due. An example, an employee with disabilities of the group I and II, in addition to an impressive set of communal, transport and tax benefits, is relying significant preferences from business. So, businessmen are required to create jobs for people with disabilities. The minimum size of the quota for disabled people is established by federal law and depends on the state. In addition, the employer must create comfortable working conditions for him.

The Russians simply forgot part of the benefits laid. They will, first of all, cancel the optimizers of the Labor Code. For example, the employee has the right to monetary compensation in case of a delay in the salary. For the use by the employee of personal property in the course of his labor activity, the business must also pay. Also, the employer is obliged to compensate the employee with moral damage to say, he gives the boss on the employee, and he is already in a hurry to the accounting department …

Soviet ideology, perhaps, left only one indisputable truth: the employee must be respected. Then he, in case of universal disaster, will withstand everything. Today, representatives of large business and large officials like to refer to the experience of the Russian Empire. Indeed, before the First World War, in its development, the country largely ahead of the United States. Meanwhile, the working day in Russian factories lasted at least 12 hours. And about paid leave and other benefits, the factory workers did not have to dream. The country was rapidly rich. But is it necessary to remind what social explosion such a “optimization” of labor ended?
