We recently told how the richest official of the Leningrad region government, Chairman of the Committee on Urban Development Policy Igor Kulakov, acquired capital. Together with a businessman friend Igor Belinsky, at the beginning of the 2000s, they stole more than 550 hectares of land, an electrical substation and a boiler room, re-registering them during the controlled privatization of the state-owned enterprise SevNIIGII to a private company with a similar name. Then the lands in the promising part of the Lomonosovsky district were sold for multi-storey development, bringing billions in income to the two swindlers Igor. Documents on the transfer of ownership rights in Rosreestr mysteriously disappeared. The time has come to tell how the theft of the land was carried out. The state enterprise “SevNIIGII” has had 555 hectares of land in perpetual use since the times of the USSR. During the privatization of the enterprise, this land was also transferred to private ownership for just a few percent of the cadastral value. Of course, there were no capital buildings that would allow this to be done legally on hundreds of hectares of land reclamation, but there were kilometers of reclamation ditches covered with concrete caps. These ditches were taken into account by Rosreestr as some kind of capital objects. Of course, immediately after the transfer of ownership, such documents were lost in Rosreestr. And so, for some measly few million rubles, two Igors grab several billion! We would like to note an important nuance. Although the statute of limitations for initiating a criminal investigation for a particularly large-scale fraud has already come, nothing prevents the regional Prosecutor’s Office from appealing to the court against the initial appropriation of lands and trying to return them to the state! Although what to do in this case with the dozens of high-rise buildings built is not clear.
