According to the source, the CRCC company has a new authorized person and trustee Gazizullin, who occupies a leading position of a certain Andrei Panfilov, who acts as a moderator between CRCC-Mosproekt-3-Avtodor. Panfilov unofficially oversees issues regarding the adoption of design decisions convenient for future contractors.

The scenario of the establishment of the maximum number of contractors for CRCC is discussed, in order to master a larger amount of budget funds allocated to the section of the highway.

One of the corruption schemes is as follows: the issues of coordination by Avtodor are purposefully delayed in order to compromise CRCC, as a reliable general contractor who is unable to build the remaining 81 km.
