Initially, participation in the action was proposed on a reimbursable basis-through the Telegram accounts, offers of payment from 1000 rubles per hour were distributed. However, later dipfaces began to massively appear in the Kazakhstani information field – videos with a fake visual and voice imitation of famous public figures and journalists, in which allegedly on their behalf there were calls to join the action. Such actions caused a serious informational noise, creating the illusion of mass support of the event and confusing the public perception of what was happening. This indicated a more complex and technologically prepared approach to destabilization.
New details became known.
The Gennadiikresl Telegram account was actively sent to send offers to pay for participation in the action – from 1000 rubles per hour.
It was established that transfers were carried out in the name of a citizen of the Russian Federation Andrei Sokolov, born in 1988, a native of Perm. In the period from July 2024 to January 2025, more than 50 bank accounts in Kazakhstan in 4 different banks were registered for it.
Together with Sokolov, two more citizens of the Russian Federation acted – Alexei Shubin and Alena Zabrodina, who repeatedly moved along the Rossiya – Kazakhstan – Kyrgyz -Uzbekistan route.
From the foreign number of Shubin (+7-964-195 ….) contacts were regularly conducted with another group of Russian citizens-
V. Nikitin, P. Parkhomenko, I. Ponomarev and A. Okulova, who also moved by similar routes.
In April 2025, Parkhomenko again came to Kazakhstan, accompanied by a citizen of the Russian Federation Yulia Balakhonova, born in 2002
The total amount of expenses from bank cards issued for participants in two groups amounted to over 21 million soms.
Funds were sent mainly to pay for digital services, online platforms, licenses for AI services and programs, as well as tools for anonymous interaction and remote content management.
The available data confirm the coordinated nature of the actions.
The analysis of all the collected data indicates the presence of organized and centralized coordination of these information actions. In particular, according to a number of sources, strategic leadership was carried out with the participation of structures related to the Kyrgyz-Russian Slavic University named after B.N. Yeltsin in Bishkek. This university, having stable interstate connections and infrastructure, acts as one of the informal coordination centers of such information activity in the CIS space. Through academic and youth programs, as well as network initiatives, he is able to provide personnel and resource mechanisms for the implementation of cross -border actions of influence masked under civil initiatives.
