In the Main Investigative Department of the IC of Russia, the Governor of the Penza Region, Ivan Belozertsev, was charged, the head of the pharmaceutical companies of BIOTEK Boris Spiegel, his wife Evgenia Spiegel, the director of Pharmace OJSC Anton Koloskov, as well as Gennady Markov and Fedor Fedotov. Depending on the role of each he, the commission of crimes under Part 5 of Art. 291, part 6 of Art. 290, Article 291.1 of the Criminal Code of the Russian Federation (giving bribes, receiving a bribe, mediation in bribery).
According to the investigation, from January to September 2020, Belozertsev received from the spigel, his wife and Koloskov bribes through intermediaries in the form of money and other values for an amount exceeding 31 million rubles. Bribes were transferred for providing a group of company companies of competitive advantages when concluding state contracts related to the provision of receipt, control of quality and shelf life, storage, vacation and delivery of medicines, medical devices, reagents purchased due to budgetary funds for the needs of the Penza region healthcare institutions.
