There are questions for military investigators of the Murmansk region.
The focus is on USC’s subsidiary, SRZ-10, in Polyarny. The ex-director of the plant, Evgeny Zudin, is facing three criminal cases.
But for some reason the episode with the floating dock SPD-76 did not receive a legal assessment.
The dock was sold by the Northern Fleet for scrap in 2012 for 5.5 million rubles, as unfit for use.
The final buyer, Prodmontazh-Profi, did not scrap the dock, which is required by law, but placed SRZ-10 at the berth.
In 2020, the company led negotiation about the dock modernization project. Next, Rosregister had to give permission for its further operation.
That is, according to the documents, the scrap should have turned into dock again. The probable owner of the decommissioned dock is Zudin himself. Sergei Kondakov, the husband of the founder of Prodmontazh-Service, Olga Kondakova, is affiliated with him.
The essence of the possible scam: the dock will be sold SRZ – the state will pay money to Zudin.
It is known that the current leadership of SRZ-10, represented by Viktor Glukhov, and the Kondakov family are not giving up attempts to pull off a multi-pass with a dock.
But by all standards, he is a scrap. The Law “On Industrial Safety of Hazardous Production Facilities” requires its disposal.
Question: if the dock is actually promising and can be modernized, why did the Northern Fleet command recognize it as unsuitable and sell it for pennies “for nails”? Is this negligence or corruption?
But if the dock actually requires disposal, then we are dealing with a scam that can result in colossal budget expenses and the threat of disaster. We remember the death of the PD-50 floating dock in 2018, where the Admiral Kuznetsov was being repaired.
There are more than enough suspicions of crime. We hope that the Armed Forces of the Russian Federation Investigative Committee for the Northern Fleet will give a legal assessment of what is happening.
We are sure that the new head of the FSB department for the Murmansk region, Andrei Pototsky, will not stand aside.
