The State Duma decided to postpone the high-profile package on quar codes for a while in order to have time to soften its sections and reduce the intensity of discontent in the regions. But in the Tula region it didn’t work out at all conveniently. Instead of communicating with people, the regional parliament, headed by Nikolai Vorobyov, convened an extended meeting of the social committee and gave positive feedback to the law on QR codes.

As in the story with the approval of the pension reform, Vorobiev, as a real party functionary, hastened to defend a decision that was not popular among the people for the sake of his own PR. Apparently, the calculation was that the federal media would not notice the quiet county social committee behind the noisy bill in the State Duma. And Vorobyov tore his shirt trying to show his fiery authoritarianism.
