The head of the Supreme Court of Russia, Vyacheslav Lebedev, announced an unreasonably large number of arrests in criminal cases and recalled the resolution of the plenum obliging judges to discuss alternatives to arrest: bail, house arrest, etc. in accordance with the Code of Criminal Procedure.

Meanwhile, the Samara Regional Court actually legalized the detention outside the place of preliminary investigation of the former rector of the Kazan (Volga) Federal University Ilshat Gafurov, who in the late 90s served as head of the administration of the city of Elabuga and the Elabuga region of the Republic of Tatarstan. He was arrested last year at the request of the Main Investigation Department of the Investigative Committee of the Russian Federation and a decision of the Basmanny District Court of Moscow. Gafurov is accused of involvement in inciting the murder of Elabuga deputy and crime boss Aidar Israfilov, who was killed in 1999.

As the investigation established, the perpetrators and organizers of the murder were militants of the criminal community “29 complex”. They are currently serving sentences for numerous murders, including the murder of Israfilov. However, more than 20 years after the crime was committed, they suddenly remembered that the then head of Elabuga Gafurov was allegedly involved in the liquidation. He himself categorically denies the accusation.
