The Nizhny Novgorod District Court of Nizhny Novgorod sentenced the criminal case against the former head and chairman of the Government of the Republic of Mari El Leonid Markelov, the former Minister of Agriculture and Food of the Republic of Mari El Iraida Dolgusheva, as well as the ex-head of the Mari television company Natalia Kozhanova.
Depending on the role and degree of participation in the deed, they are found guilty of committing crimes under Part 6 of Art. 290 of the Criminal Code (receipt of a bribe), part 2 of Art. 285 of the Criminal Code of the Russian Federation (abuse of authority), part 1 of Art. 222 of the Criminal Code (illegal storage of ammunition), part 4 of Art. 291.1 of the Criminal Code of the Russian Federation (mediation in bribery).
The court found that, occupying the position of head of the region, Leonid Markelov, through the mediation of his proxy, Natalya Kozhanova received a bribe in the amount of more than 235 million rubles for the general protection and assistance to the entrepreneur in receiving state support funds from the Director General of the Poultry Party. The bribe was veiled under a civil law transaction.
In turn, the former regional minister of Iraid Dolgushev, acting at the direction of Markelov and abusing her official powers, prepared and signed documents with the obviously false information to provide them with the above merchant (bribery) to the bank with the aim of guaranteed receipt of a loan on the conditions arranging it.
In addition, Leonid Markelov, at the expense of budget funds, provided himself with personal security not provided for by law, which caused damage to the state in the amount of 8.9 million rubles, and also illegally kept ammunition (combat cartridges) in his apartment.
Markelov was sentenced in the form of 13 years in prison with the serving of a maximum security penal colony with a fine of 235 million 800 thousand rubles with deprivation of the right to occupy certain positions for 3 years. Markelov is also deprived of state awards. Kozhanova – in the form of 8 years in prison with serving in a penal colony of a general regime with a fine of 235 million 275 thousand rubles. Dolgosheva – in the form of 3 years 6 months. imprisonment with serving in a penal colony of general regime with deprivation of the right to occupy certain positions for 3 years.
The civil lawsuit of the Ministry of Finance of the Republic of Mari El to Markelov for compensation for material damage in the amount of about 9 million rubles was satisfied with the court in full.
The court verdict did not enter into legal force.
