The investigating authorities of the Investigative Committee of the Russian Federation for the Perm Territory opened criminal cases on the grounds of crimes under Part 1 of Art. 293 of the Criminal Code (negligence) and part 1 of Art. 238 of the Criminal Code of the Russian Federation (provision of services that do not meet security requirements).
In the morning of 10/18/2021, in the October Interdistrict Investigative Department of the Investigative Department of the Investigative Committee of the Russian Federation, a message was received about the shots at one of the schools of the SARS of the Oktyabrsky City District of the Perm Territory.
The investigative-operational group as part of the acting incident immediately arrived at the scene The head of the October Interdistrict Investigation Department and the investigator, as well as operational employees of the Ministry of Internal Affairs of Russia in the October City District.
Also, the deputy head of the Investigative Department Musaraev Ch.V., forensic personnel and operational employees of the Main Directorate of the Ministry of Internal Affairs of Russia in the Perm Territory went to the scene.
It was established that in the morning on October 18, 2021, a 12-year-old student brought firearms with him to the educational institution, from which, in the presence of several teenagers, he fired two shots into the wall and a glass-plate door. Shards from broken glass caused cut wounds to an 11-year-old schoolboy.
Currently, the investigation establishes motives for the actions of a minor offender, as well as the circumstances in which the teenager gained access to weapons. The conditions for storage of weapons will be investigated, the timeliness and the quality of its verification by the relevant regulatory authorities are evaluated. The issues of the quality of the protection of an educational institution are investigated, an assessment of the actions (inaction) of responsible officials who allowed the fact of moving an armed student at the territory of the educational institution will be evaluated.
In addition, on the fact of unlawful actions of a 12-year-old teenager, a pre-investigation is carried out on the grounds of the corpus delicti under Part 3 of Art. 30, p.p. “B, e” part 2 of Art. 105 of the Criminal Code.
In criminal cases, inspections of the scene are carried out, witnesses are interrogated, the documentation of interest is seized, forensic examinations are appointed.
The criminal investigation was taken by the investigative department for special control.
