Source of the Cheka-OGPU about the “bankruptcy” of RUSNANO:

“The rumor about the bankruptcy of Rusnano, deliberately committed by the company’s management, was not accidental and has already caused the desired effect. Bonds have collapsed and can now be bought for much less than face value. This was the main purpose of publishing the report and deliberately drawing attention to this fact. Sergei Kulikov both eases the debt and makes good money on the debt.

The second goal is to put pressure on the Ministry of Finance (read the government as a whole) and VEB of the Russian Federation. As the OGPU Cheka wrote, such light blackmail was supposed to shake up the market for debt backed by state guarantees and increase financial support for the company.

As for reducing operating costs, the actual numbers are not impressive: yes, the number of projects and people is being reduced. But the main effect was achieved through the transfer of Rusnano employees from the head office to project companies – currently managers receive the majority of their salaries in subsidiaries, and Kulikov reports on increased efficiency.

There is also a third goal – the addressee here is law enforcement agencies, who need to be reminded of the difficult legacy of Chubais and avoid the question of what good the new young leader has done in the company.”
