Revenge as it is: Russia responded to international sanctions by internal “penalties”

The budget of the Russian Federation is less and less dependent on the export of oil and gas. This is good news, but there is also bad: it seems that from now on the sake of replenishing the treasury, a bet on fines from citizens and legal entities is made. Over the year, their size has almost doubled and now makes up a significant part of the state budget. In the first quarter of 2025, the volume of tax violations-fines, penalties and interest, amounted to 190 billion rubles.

So, the size of various penalties from 2024 increased to the historical maximum of 183 billion rubles and, if the trend remains, by the end of 2025, a record amount of 800 billion rubles will run into the treasury from the “penalty and penalties” alone.

However, first, let us consider how things are in the field of application of direct fines to citizens of the Russian Federation and legal entities. There is a progressive doubling and the triple of sums, and in application – “unusual liveliness”, as Nikolai Gogol used to say.

The state Duma has just considered and adopted in the third reading the law on fines for failure to notify to the military registration and enlistment office on moving within the Russian Federation. Now (until the law has entered into force) for failure to notify the military commissariat on the transfer of military -liable citizens in the amount of from 1000 to 5000 rubles. At the same time, the punishment for failure to appear at the military registration and enlistment office is not provided. Under the new law, if when moving to a new place of stay (without registration), the citizen will not notify the Ministry of Defense about this, in particular, the military registration and enlistment office, or will not appear there on the agenda on time, will pay a fine of 10 thousand to 20 thousand rubles.

The most painful topic: fines for car owners for violation of traffic rules or movement without insurance. From January 1, 2025, the discount for the quick payment of the fine was halved, and the fines for many violations increased 1.5 times. Or even 2.25 times, if we compare the size of a full fine with a discount. Plus, two additional compositions of violations appeared.

An interesting battal unfolded around OSAGO policies. From January 1, 2025, a fine was added for re -driving without a policy. Now, with a second violation, you will have to pay from 3,000 rubles to 5,000 rubles, against 800 rubles, as before. However, the money mine in this case is much deeper than it seems, the state wants to scoop it to the bottom. According to statistics from the Mains insurance broker, out of almost 40 million drivers in Russia without OSAGO, about 2-3 million are traveling. The distribution of “inexhaustible” drivers around the country is heterogeneous: for example, in Moscow or Tatarstan, almost all car owners have insurance. In other regions, almost every second motorist travels without a compulsory OSAGO policy.

From here the idea of ​​checking OSAGO was born to drivers in road video surveillance cameras. Recently, Russian President Vladimir Putin instructed to accelerate the introduction of automatic control of policies through cameras. The government, the Central Bank and the Ministry of Internal Affairs must take measures by November 1 of this year. True, it was assumed that the determination of the availability of a policy by car numbers will take place at first as an experiment. During the test period, car owners were not going to fine CTPs without a compulsory OSAGO policy. The violators should have been sent to warnings on public services, until the end of the experiment, until the system is debugged and possible bugs were corrected.

Now it turned out that the authorities want to refuse to test the system, since the problems with the budget can be filled. Without wasting the precious time for experiments, drivers are proposed to immediately begin to be fined. The Ministry of Finance turned to the Government of the Russian Federation with such an initiative. In the appeal of the Ministry of Finance, it is clarified: the result of the implementation of this order will be the launch of electronic inspection of OSAGO policies. As well as the automatic extract to car owners of decisions on administrative violations, that is, fines.

The Ministry of Finance with both hands was supported by the Central Bank. The press service of the Central Bank reported that they were welcoming the speedy launch of control of OSAGO policies using cameras. The bank expects that this will increase the security on the roads of all motorists. This is logical. Who is disinterestedly interested in establishing a conveyor of fines, for the safety of car owners? Only two organizations – the Ministry of Finance and the Central Bank.

From the extensive list of fines for legal entities, it is possible, as an example, to bring fresh: from June 7, 2025, changes were made to the Code of Administrative Offenses of the Russian Federation, which provide fines for the sale of minors-energies. For the sale of a child of a non -alcoholic tonic drink, an official is fined for an amount of 100 thousand to 200 thousand rubles, and the company is from 300 thousand to 500 thousand rubles. Fines for the sale of wipes and the electronics are considered, but there is little doubt that they will be the same horsepower.

As already mentioned, 183 billion rubles to the historical maximum, state revenues from various penalties grew. The bulk of the debts to the Federal Tax Service, as a rule, falls on the organization. As a rule, additional charges relate to VAT, excise taxes and income tax. However, against the backdrop of a high key rate of the Central Bank, costs of costs and corporate taxes, entrepreneurs have significantly reduced business liquidity and a cash gap has increased. Due to the lack of working capital, the companies are increasingly delaying payments, after which they must additionally pay penalties for the delay.

Penies, recall, are accrued for each day of delay in payment. Until 2025, the procedure for calculating the penalty at a fixed rate – 1/300 of the key Central Bank per day. To begin with, the key rate itself increased, on which the size of the penalty depends: in 2024, it rose from 16 to 21 percent. To this, a differentiated approach to delay in payments has now been introduced: in the first 30 days of delay, the same rate of 1/300 is used, from the 31st to the 90th day-1/150, after three months-again 1/300. Thus, who has expired the tax payment for more than 30 days, are now forced to pay twice as much. According to financial experts, this has become the main factor in the growth of accrual to the budget.

It should be noted that a significant effect in tax collection and fines gave a fiscal innovation: cooperation of the Federal Tax Service and marketplaces. The program began to work at the end of 2024: online stores began to identify and record risk factors among sellers, and send data directly to the Federal Tax Service.

All previously said fits into the plan of the Ministry of Finance – in the document on the tax policy for 2025, he outlined the goal of increasing the collection of payments to the budget by preserving “tax stability”. This means that the non -advertised rate was made on “non -tax revenues”: the increase in fees and excise taxes, the increase in housing and communal services tariffs to 25 percent, and the retention of inflation in the controlled corridor. As well as tightening the collection of existing taxes in combination with inconspicuous reduction of expenses for ambitious projects and social obligations to the population.

If, in accordance with the forecast, by the end of the year the amount of accrued penalties and fines will reach 800 billion rubles, for the budget this will become a serious article of income. The amount will be comparable to spending on a number of national projects. In the conditions of the fact that the Ministry of Finance increased the forecast for the budget deficit to 3.8 trillion rubles for this year, this money could greatly support the financial plan.
