The system of universal qualifications on efficiency and internal device resembles massive physical examinations. They are ineffective, doctors and patients are not needed, they are done somehow, but they contribute to the write-off of huge funds.

It is a pity that the investigative authorities have to understand the DPO device. Perhaps now the problem will attract attention, and this will help to see the overall picture and at least somehow slow down the stupid drainage of budget money.
