The military investigative department of the Investigative Committee of the Russian Federation on the Solnechnogorsk garrison is investigated by a criminal case, instituted on the grounds of crimes under paragraphs. “A”, “B” of Part 2 of Art. 322.1 of the Criminal Code of the Russian Federation (organization of illegal migration), part 3 of Art. 291 of the Criminal Code of the Russian Federation (giving a bribe to an official for committing knowingly illegal actions) and paragraph “b” of part 4 of Art. 291 of the Criminal Code of the Russian Federation (giving bribes on a large scale), in relation to the head of the police department for G.O. Dolgoprudny police lieutenant colonel Karen Sevikyan, military personnel of Captain Andrei Levin and citizen Maxim Tarbeev.
According to the investigation, in October 2021, Sevykan, Levin and Tarbeev entered into a criminal conspiracy to organize illegal migration of foreign citizens for monetary reward. According to distributed roles, Levin organized an unhindered departure of foreign citizens to a third country by transferring bribes to officials of Sheremetyevo Airport.
On November 1, 2021, the specified group of persons organized the delivery to the Sheremetyevo International Airport and the subsequent illegal transit to the United States of Mexico 2 citizens of the Republic of India, and on November 11, 2021 – 5 citizens of the Republic of India for subsequent illegal international transit, which were detained during passport control.
Illegal activities were suppressed with the assistance of employees of the FSB and the Office of Own Security of the Main Directorate of the Ministry of Internal Affairs in the Moscow Region.
In relation to Levin, Tarbeev and Sevikyan, a preventive measure in the form of detention was chosen.
