The scheme is as simple as possible – ordinary managers sell total cars (cars after an accident that cannot be restored under compulsory motor liability insurance) at a reduced price to their affiliated company, and then these lots go to the open market at a commercial price. According to the Audatex auction, the average cost of a total car is 1.2 million rubles. At the same time, assets are withdrawn from the insurance company at a price 2 times lower than the market value. That is, employees earn up to 100% on the final transaction. Ingosstrakh sells more than 5,000 such cars per year.

Using the example of the Ingosstrakh company alone, you can see that the company does not earn about 3 billion rubles, which means that the state budget does not receive taxes for about 1 billion rubles. Maybe we shouldn’t launch the next stage of people’s exactions, but conduct an audit within the market?
