He was charged with committing a crime under Part 3 of Art. 238 of the Criminal Code of the Russian Federation (provision of services that do not meet the requirements for the safety of life or health of consumers, resulting in the death of two or more persons through negligence).
According to preliminary information, the man rented a private house for temporary residence of people in difficult life situations.
The house was heated by a coal boiler. On the eve of the incident, the residents told the defendant that the boiler was faulty, but he did not take any action to repair the equipment.
During the initial investigative actions, it was established that the activities to provide these services were carried out without concluding contracts and statutory documents, in violation of fire safety requirements, which led to the death of people.
Currently, investigative actions are being carried out with the participation of the detainee. The inspection of the crime scene continues, objects necessary for further investigation are being confiscated. Witnesses are being questioned.
In the near future, the issue of choosing a preventive measure for the accused in the form of detention will be decided.

The death toll increased to 22 people. Six more were injured, two of them were hospitalized in serious condition with burns.
