The main component of Mineeva’s ecosystem is public reception businesses on various issues. Mineeva has filled all of Moscow with them, but in such reception areas no one helps the business in any way. And they are used only as PR for the leaders of these public receptions when resolving corruption issues and the growth of their personal benefits, and as evidence of closeness to the government of the city of Moscow.
As a rule, Mineeva’s office unofficially takes 500 thousand rubles from entrepreneurs for opening a reception office. Since there is no evidence of effective business protection by these reception desks, Mineeva confirms her favor with joint photographs and the issuance of certificates.
If entrepreneurs have problems with law enforcement agencies, Mineeva can organize negotiations between the parties. But she does this for a fee.
