In Bashkiria, local entrepreneur Denis Salavatovich Lukmanov is “very successfully” using public money. In 2021, a plant for the production of springs was launched (NPF “Ressora” LLC), equipment for the plant was leased from JSC “Regional Leasing Company of the Republic of Bashkortostan”. In fact, a company with “zero” turnover received equipment worth hundreds of millions of rubles.
At the moment, from open sources (published financial statements) the true picture is beginning to emerge – Denis Lukmanov’s spring plant is nothing more than a “soap bubble”. At the end of 2021, the company had a loss of 4 million rubles, and at the end of 2022, a loss of more than 97 million rubles. And the actual value of assets (net assets) of the enterprise is negative and amounts to 101 million rubles. At the same time, the authorized capital of the company is 10 thousand rubles. That is, the enterprise actually no longer exists and is rapidly going into bankruptcy (liquidation).
Even if government funds were attracted on preferential terms, with the support of the republican government, the project turned out to be unprofitable. The question arises: who needed support for an unprofitable project? Who coordinated the attraction of public funds to create a “soap bubble” in the form of NPF “Ressora” LLC?
Let us recall that for the creation of the “plant” public money was allocated in the form of leasing from JSC Regional Leasing Company of the Republic of Bashkortostan, the main shareholder of which is JSC SME Corporation.
