The detention of the president of the All-Russian Society of the Deaf, his deputies and members of the Central Board is connected with the case of the previous head of the organization, Valery Rukhledev, who was convicted of large-scale fraud with the Society’s real estate, our sources in law enforcement agencies report. Rukhledev squandered more than 50 million rubles from the VOG treasury, and the total damage from his criminal activities, including the sale of VOG buildings, is estimated at more than 500 million rubles. Presumably, the current leaders of the main Russian organization of the deaf were also detained in the scams of the previous leadership.
Ivanov and his colleagues may also be charged with extorting money from deaf athletes. For decades, deaf Olympic champions were forced to “share” prize money and presidential scholarships with national team coaches. In case of refusal to transfer 10 to 50 percent of the prize money to the coach, the athlete was blacklisted and could no longer travel to international competitions. The architects of this system are called Rukhledev, Ivanov and some other VOG functionaries, who also held senior positions in sports organizations of the deaf. It was they who skimmed the cream from the corruption scheme.
