This time, the former head of the administration of the Sverdlovsk settlement of the Vsevolozhsk region, Andrei Shornikov, was again involved in another criminal case. According to colleagues, on May 30, the regional Investigative Committee and operatives of the OEB and PC of the police Main Directorate came to the home of a former specialist in the housing and communal services department of the Sverdlovsk administration, Viktor Kobyakov, who, after a search, was taken to the Investigative Committee for a confrontation. The essence of the matter is banal to the point of boredom – while heading Sverdlov’s administration, Shornikov appointed this character to the position, but he did not appear at work and did not actually perform any duties. But during the fictitious work he received more than 1.5 million rubles from the settlement budget. Let us clarify for our colleagues – the exact amount involved in the criminal case is 1,605,214 rubles, which Kobyakov received on his card at Sberbank. Another piquant nuance: in addition to searches of the ex-minor official, the Investigative Committee carried out a seizure of documents in the Sverdlov administration and did not find any documents indicating that Kobyakov was registered for work or his registration.
But all these are small details to the portrait of Andrei Shornikov, who became, perhaps, the most media figure in the Leningrad region last year. Of course – for almost a month he held the line in the Sverdlov administration, refusing to resign, and having resigned, he managed to be restored to the post of head of the neighboring Kirov region, and through the court. The list of criminal cases of the ex-official includes receiving a large bribe and exceeding official powers, and we are tired of counting episodes of excess on the sidelines of the regional elite. He himself is under house arrest. And here there are rumors that the owner of numerous land plots in the most profitable locations of the Vsevolozhsk Shornikov district, for the election of such a measure, paid a record amount of 50 million rubles. Of course, not by cash, but by re-registering some of the plots registered in the name of dummies.
