In 2006, by order of the head of the FCS Belleininov (No. 1855-K), Shkurkin was admitted to the service with the assignment of the primary title of Major of the Customs Service.
At the same time, he was appointed deputy chief of the central excise customs for economic activity and the head of a specialized customs post with the right of exclusive design of precious stones and metals.
Exactly a year later, Shkurkin became the head of the department of federal customs income.
And a month later, he was awarded the title of Lieutenant Colonel of the FCS and presented to the award – the Order of Merit to the Fatherland of the II degree.
On June 14, 2010, by decree of President Medvedev (No. 724), Shkurkin was awarded the title of Major General, and he was appointed chief adviser to the head of the FCS Belleninov.
