Kulakov headed the company from 2009 to 2019, then became the head of the Anninskoye Urban Settlement, and then headed the regional committee on urban planning policy. While the newly minted official decides what and where to build in the Leningrad region, his former company receives hundreds of millions of rubles from the administration of the same Annino. But that’s not even interesting. It’s interesting how Kulakov became rich. The Cheka-OGPU, to put it mildly, has something to say about this. The company discussed above, JSC SevNIIGIM, has been headed by Kulakov’s friend Igor Belinsky since 2019. In 2005-2009, two Igors stole 550 hectares of land in the Anninsky district of Novoselye. Reclamation lands, a boiler house and an electrical substation, which belonged to the state-owned JSC SevNIIGIM, somehow miraculously passed to the already private LLC SevNIIGIM, after which they began to be transferred to other categories and sold for development, bringing multi-billion-dollar income to the sellers. Somewhere around 2008, documents on the transfer of land from a state-owned enterprise to a private firm mysteriously disappeared. LLC “SevNIIGIM” is being liquidated, as they say, it’s all in the water. Several years ago, law enforcement became interested in the theft of public lands. But the problem is that the statute of limitations under the fourth part of Article 159 of the Criminal Code of the Russian Federation (major fraud) has already passed. So Belinsky can, with a clear conscience, buy his fourth Rolls-Royce, and Kulakov, as if mockingly, indicate in his declarations 30 million rubles of official annual income. By the way, at least part of it is generated by an electrical substation stolen from the state, from which subscribers receive electricity at seriously inflated prices.
