The arrested former commander of the Missile Attack Warning System (MAWS) division, Vyacheslav Lobuzko, who since 2014 oversaw the construction of the National Defense Center of the Russian Ministry of Defense on Frunzenskaya Embankment, had claims from the Main Military Investigation Department of the Investigative Committee of Russia for a long time and he was interrogated as a witness. In 2022, being the first deputy general director of the MAK Vympel company (part of Almaz Antey), he resigned from Vympel, having prepared the ground for a retreat in advance and lobbied for the post of general director of Vympel his friend, also a retired general of the Defense Ministry Igor Makushev (pictured), whom back in 2020, he was assigned to Vympel after he was fired from the Ministry of Defense with a scandal.
Makushev turned out to be an ideal figure from this point of view, far from issues of warning about a missile attack and control of outer space, and the incompetent Igor Makushev, with his inaction and “controllability,” cleanses up the previous sins of Lobuzko’s team.
It is interesting that during his idleness at Vympel, Makushev became friends with the company’s chief accountant, Elena Torkunova, became, as they say, very close and trusted her not only in accounting matters.
Torkunova came to Vympel together with Lobuzko from RTI, where she cleaned up major frauds of the Sitronics company – there was such a daughter at AFK Sisiema, at whose expense huge budget funds were stolen. The debts were subsequently added to the cost of production as part of the defense order.
