As the Cheka-OGPU learned, the Basmanny Court of Moscow released under house arrest the head of the Main Directorate of the Ministry of Emergency Situations of Russia for the Krasnodar Territory, Oleg Volynkin, accused of abuse of office (Part 3 of Article 285 of the Criminal Code of the Russian Federation). The prosecutor opposed the investigation’s request to extend the period of detention. At the court hearing, he indicated that the investigation was virtually completed, Volynkin admitted his guilt, and has a chronic illness. In addition, the prosecutor added that the qualifications of the accused’s actions were “obviously overstated.” In connection with this, he proposed releasing the head of the Kuban Main Directorate of the Ministry of Emergency Situations under house arrest or a ban on certain actions.

The court agreed with the position of the prosecutor’s office and decided that the circumstances that were taken into account when Volynkin was arrested and the period of detention was extended had changed. In particular, evidence was collected and secured in the case; the accused did not hide from the investigation for a long time; he has serious illnesses, including cancer, requiring at least medical supervision, as well as surgical intervention. The court took into account the deterioration of Volynkin’s health and the fact that after his arrest he immediately admitted guilt and also compensated for material damage.

The house arrest period for the head of the Main Directorate of the Ministry of Emergency Situations is set until July 21. During this period, he is prohibited from communicating with witnesses, other accused and suspects, and using the telephone and the Internet without the permission of the investigator. Volynkin was released from custody in the courtroom on May 21. He has been in pre-trial detention since the end of September 2023.
