Thousands of houses in the Irkutsk region commissioned and records in the USRN on the purpose of housing are falsified. Nevertheless, the governor reported every year on the implementation of plans to enter housing to the president.

Over the past 5 years, more than 4 million m2 of individual houses have been implemented in the Angarya, whose state of share was acquired by residents according to mortgage programs of banks. For years, the region reported on the record rates of housing, but it turned out to be unsuitable for year -round residence: construction experts who examined houses came to the conclusion that the thermal conductivity of the enclosing structures does not correspond to the climatic conditions of Siberia, and the electric heating systems used are completely unsuitable for use as the main ones. This means that when accepting houses, there was a falsification of information that are entered into the cadastral plan and the USRN. And on the basis of these data, a decision was made to issue mortgages by banks. This is not difficult to check – it is enough to raise any project and either unreliable information about the materials used is indicated there, or the cadastrals and experts of the Rosreestr closed their eyes and forgot about the existence of the state SNiP.

According to the Central Bank of the Russian Federation, over the past four years in the Irkutsk region, individual housing construction (IZH) in the amount of over 110 billion rubles has been funded for mortgage programs. An analysis of the structure of mortgage loans and the data of Rosstat suggests that more than 60% of new households were introduced with violations of construction norms in the period 2021–2024. This means that the banks have an illiquid housing for at least 65 billion rubles in the pledge. For the banking sector of Russia, this amount is insignificant, but under certain circumstances, it can become a serious risk factor. Recall that the 2008 financial and economic crisis began with mass mortgage bankruptcy.

Despite the fact that the topic of quality of housing has been discussed at the regional level for more than a year, checking the activities of the bodies of Rosreestr and cadastral engineers have not yet been carried out. The prosecutor’s office of the Irkutsk region, in which the main part of these houses was concentrated, was supposed to react to violations immediately, but for years did not pay attention to a direct violation of the law. Actually, like all power stirred in the region.

Meanwhile, residents and activists complain of pressure from the power structures: at the slightest attempts to appeal, they are threatened with criminal cases. In particular, a criminal case was opened against the power engineers who were the first to raise the problem, and the Director General of the Irkutsk electric grid company was put on the federal and international wanted list.
