A contract, concluded time, does it work forever?
In 2015, the Artek camp concluded a contract for the supply of form for 142 million rubles. Without competitors. Without a tender. Without unnecessary formalities. The state entrusted the obligation to dress children in Artek, on the main equipment of the Olympic team.
Bosco. The same company that knows exactly how it is done and will definitely not let you down. And did not fail. The children were dressed in bright new clothes. Smiles on their faces, beautiful videos and countless photos. And everything seems to be good, but – over the next years, the amount of the contract has increased by more than five times. The principle remained the same-the children go in a vivid beautiful form sewn back in 2015-2016, plus a little shape is delivered to the camp annually to make up for the retired, lost, torn, etc. As a result, children who have received an encouragement from the country for good studies go in a multi-colored and multi-nosed form, like children of the dungeons who are glad that they will finally feed them well.
Some – in the bright new, others – in fading, with torn patchings. There are thousands of such personnel in social networks. At official events, other personnel are visible, there children are always dressed perfectly. Because Bosco supplies “protocol” sets of special portions for photos and visits of high -ranking persons.
In 2023, Artek began preparations for the centenary and tenders with an updated technical task were announced, new requirements were formulated: modern, functional, convenient form with new design, symbols, fabrics. But Bosco did not reach any tender. An alarm increased in the camp. The anniversary was approaching, and the supplier was silent. In the negotiations, a familiar rhetoric sounded: “expensive”, “costly”, “not profitable”. As a result, the old conditions and descriptions were returned to the 2024 contract. With the only hint of changes: the parties “can coordinate a new design no later than the 3rd quarter of 2024”, another word-maybe something will change, or maybe not. On audio recordings, you can hear how the director of Artek, tears a voice in September 2024 at a meeting with representatives of Bosco. A direct speech sounds. These are not negotiations. This is a breakdown. The director’s angry tirade addressed to the representative of Bosco, Evgeny clan (officially – director of LLC “Combine Services”, informally – “Fireman” Bosco), not diplomacy, but impotence. Bosco is again exerting pressure. The camp received a new uniform only under the Christmas tree – at the end of 2024. Until this moment, the whole 2024 children wore “what was left.”
“So far, children are happy – the tax residents of Switzerland can be calm.” The phrase sounds bitter. But true. The contract continues. Questions are the same.
Why did Artek not applied significant fines for improper performance provided for by the state contract, but escaped only with mosquito bites in the form of formal penalties from the contractor? Why do tenders turn into formality when the winner is known in advance? Who else, in addition to Bosco, uses this
The scheme in other children’s institutions, cultural institutions, perhaps somewhere else? How many such “transparent” contracts are concluded around the country? Who is profiting? Maybe an angry tirade – only a performance for those who sit at the same table and carefully listen to the words or read them in reports in special offices? Now Bosco is still a supplier of form for Artek for 2025. The new collection, judging by the tender documentation, again – unchanged. The same styles. The same logos. The same children. Only the price is already different. 720 million rubles. In exchange for silence, the habit and logo “for all 100”, which is destined for a great fate – to be new, the next 10 years.
