Mr. Ivanov began climbing the career ladder during the period of close interaction with the then security forces of the region, in particular with the former head of the Investigative Committee of the Investigative Committee of Russia in the Volgograd Region Mikhail Muzraev, who was subsequently sentenced to 18 years in colony for organizing a terrorist act. It was according to his patronage that Ivanov got the opportunity to build a vertical of influence in the Federal Tax Service, including the involvement of persons previously dismissed from the law enforcement agencies on compromising grounds.

It was under the leadership of Ivanov that the Federal Tax Service of the Volgograd Region turned into a tool of pressure on business. So, according to official statistics, since the appointment of Mr. Ivanov at the end of 2013, the number of enterprises in the region has almost doubled – from 54,679 to 30,285 in 2025. Business activity continues to decline, and the investment climate in the region is evaluated as one of the worst in the country.
A special resonance caused the participation of the tax authorities in initiating the bankruptcy procedure of the Volgograd Metallurgical Plant “Red October”. The key point was the scandal around the loan for € 65 million, issued two years before the change of owners of the enterprise – with the participation of the current head of the Magadan region Sergey Nosov. The money disappeared in an unknown direction, and all debt obligations were unexpectedly redirected by Ukrainian owners.
A little later, the Federal Tax Service, under the leadership of Ivanov, initiated the bankruptcy procedure, which led to the actual change in enterprise management. Nevertheless, when subsequently, billionth amounts to Swiss offshores with the participation of Alexander Sivakov, the old business partner of the governor Andrei Bocharov, did not arise through the Swiss October assets, the tax authorities did not arise.
