In 2006, Bloshkin was the head of the Kikvidzensky district. The country was implemented by the federal program “Social Development of the village until 2010” on the provision of subsidies at the expense of the federal budget for improving the housing conditions of citizens living in rural areas, in particular young families and specialists of the agricultural complex and the social sphere. Simply put, teachers, educators, agronomists, etc., are not older than 30 years, could receive a subsidy for housing or building a house. Alexander Bloshkin actively connected to the execution of the federal program. It turned out that local police, bailiffs, court workers and prosecutors decided to take advantage of the subsidy, and simply not working locals who were part of the close circle of the head of the district, but did not have the right to this type of subsidies.
The breadth of the soul with federal money at the local FSB and the prosecutor’s office did not appreciate, and in 2008 they opened a criminal case against Bloshkin for non -targeted spending of the budget.
A few months later, Bloshkin repented, pleaded guilty, filed an appropriate application for the termination of the case in connection with repentance.
The case was terminated, Bloshkin was supposed to resign, since the basis for the termination of the case is not rehabilitating, that is, Bloshkin was considered a person who committed an intentional crime.
2014 came, Andrei Bocharov arrived to save the region. They are gossiping that Bloshkin is his fellow countryman, so Bocharov invites Bloshkin as a whole vice-governor, to oversee domestic policy. And then he becomes the chairman of the regional Duma.
