Even if law enforcement officers somehow monitored all telegram channels in real time, they would hardly have managed to prevent tragedy in such a short time: the offender intentionally did not reveal his plans in advance and did not give any specifics.
An emotional reaction in connection with monstrous events in Kazan is to look for guilty among third parties, from creators of computer games to school principals. However, it is necessary to admit: it is impossible to completely protect society from the actions of mentally unstable people. Statistically, one of a million people may turn out to be a sociopath, ready for unmotivated aggression.
The inevitability of such events does not make them less tragic. But they should not serve as a reason for organizing a witch hunt or turning society into a concentration camp.
