According to documents that were at the disposal of the Cheka-OGPU, during the inspection of summer uniforms, employees of the Internal Affairs Directorate of the Western District are checking their duffel bags and their contents.
What was happening reached the point of absurdity: on April 4, at a morning meeting, employees were told, under dictation, what contents these same duffel bags should contain. And to requests to take a photo or a copy of such an order, there was a strict negative answer in a rude form.

Employees began asking questions about receiving duffel bags. If the authorities require their presence and clear contents, shouldn’t it be the same authorities who provide the required ones?

Everyone was punished to purchase everything they needed with PERSONAL funds, and in case of further indignation, these employees were told in direct text from the senior management of the Directorate that they would be sent to serve in Ukraine.
