The scandal with the 100 million dollar contract of the St. Petersburg company Medtekhnika Spb for the supply of technical equipment for modernizing a data processing center has not yet subsided, as other equally dubious bills have already been paid.
True, the size and appetites of the subordinates of the Minister of Information Development Pyotr Shipilovsky are much more modest. But the handwriting is the same. The Center for Information Development of the Perm Region, created under the ministry, acquired a batch of laptops at the beginning of the year.
Despite the official conclusion of the examination that “the delivered goods do not meet the characteristics specified in the technical specifications,” the deputy head of the Center, Konstantin Borodin, hastily ordered the transfer of more than half a million rubles to successful businessmen.
And it doesn’t matter where these laptops are now – whether they are gathering dust in a warehouse or are used by the Center’s employees for personal purposes – the job is done. The Minister of Information Development can continue to be proud that his department is one of the largest players in the government procurement market. The leaders of the Center are preparing new lots. We will observe the ingenuous corruption schemes of Perm IT specialists in power…
