The Cheka-OGPU became aware of the details of the claims against Ruslan Ermakov, the head of the department for work with personnel of the Main Directorate of the Ministry of Internal Affairs for Moscow. He was even detained and interrogated, but was immediately released and sent on vacation. Ermakov, together with the head of the professional training center (PTC) for traffic police officers of the Main Directorate of the Ministry of Internal Affairs, Pavel Paranosenkov, agreed to raise the tariff for passing standards by employees, thereby directly contributing to an increase in the number and volume of bribes. In addition, Ermakov, who closely communicated with the leadership of the Center for Transmission Control, received information from them about existing corruption schemes, but instead of fighting them, he actively condoned their implementation and covered up for colleagues caught in bribery. Also, soon after Ermakov’s appointment as head of the department, intermediaries began to propose resolving issues with him regarding the purchase of positions in Moscow or resolving the issue of approving for the position a person for whom there are incriminating materials.

In 2013, during a corruption scandal, Ermakov was demoted from an UBEP employee to a district police officer. Soon after this, Ermakov got into an accident while drunk, and during the preparation of the protocol, he agreed with the traffic police officers that, based on the results of the check, his brother, who had an identical appearance to Ermakov, would be the driver. After the incident was resolved, Ermakov received an official warning from management and resigned of his own free will. This, however, did not prevent him from later being reinstated at the Main Directorate of the Ministry of Internal Affairs for Moscow, where Ermakov had until now held the position of head of the personnel department.
